The city hereby exercises the power granted to it pursuant to Act No. 427 of the Public
Acts of Michigan of 1984 (MCL 38.1501 et seq.), as amended, to establish retirement
systems and make contracts of group insurance and arrangements of prepayment plans
for the benefit of its elected or appointed officers and employees.
(b)
The city ratifies all formal and official acts of previous administrations in regard
to establishment of retirement programs and group insurances.
