§ 2-196. Application of division.

This division applies to the contracts for the procurement of supplies, services, and construction entered into by the city. It shall apply to every expenditure of public funds by any city agency for public purchasing, irrespective of its source. When the procurement involves the expenditure of federal assistance or contract funds, the procurement shall be conducted in accordance with any applicable mandatory federal law and regulation which are not reflected in this division. Nothing in this division shall prevent the city from complying with the terms and conditions of any grant, gift or bequest which are otherwise consistent with law.
