Pursuant to the authority vested in the city council by Act No. 197 of the Public Acts of Michigan of 1975 (MCL 125.1651a et seq., MSA 5.3010(1a) et seq.), as amended (Act 197), the city downtown development authority (the authority) is hereby established.
