§ 74-142. Organization and management.

  • (a)

    In pursuance of and within the limits of the applicable laws and the contracts with the county, the director of the department appointed by the council shall at all times be responsible to the council and shall have charge of the operation, management, maintenance and repair of the water system. The director shall supervise all extensions and alterations of the system as the council may direct. He shall be responsible for the reading of the meters. The director shall report to the council as requested.

    (b)

    The city treasurer shall receive and take charge of all money collected from the water bills and such other revenues as shall be derived from this article and shall deposit such revenues in a manner approved by the council.

    (c)

    All revenues of the system shall be set aside and paid or transferred into the funds of the system, as provided in this article.

    (d)

    The various and sundry water supply and sewage disposal systems of the city shall be operated and maintained as one system on a combined basis and shall include all watermains and laterals, pumping stations, sewers, sewage disposal facilities and all attendant facilities and equipment which are used or useful in the operation and maintenance of the water supply or sewage disposal system now in existence or hereafter acquired or leased.
