A subsequent change the character of the use or occupancy of premises connected to
the water system, including destruction, removal or abandonment of any or all improvements
thereon, shall not abate the obligation to continue the payment of the connection
charges, including capital connection charges, or the lateral benefit fee as provided
in this article in an amount and for the period provided. A change in the character
of the use or type of occupancy of premises connected to the water system shall not
be permitted if such change would, by reference to the unit assignment factor schedule
adopted by the council, result in the number of units assigned to said property being
increased until capital connection and/or lateral benefit charges and fees for the
increased number of units has been paid or deferred payments arranged pursuant to section 74-152.
